The Vessel Inspection Project (VIP) team has worked tirelessly in developing SIRE 2.0 and all of the software, systems, processes, policies, procedures and technology that underpin it. This work is now complete and undergoing final stages of interrogation.
The scale of the change to this vital inspection progress is significant and OCIMF firmly believes it will enable industry to better understand the quality and operational condition of vessels on an ongoing basis.
OCIMF understands that the transition to SIRE 2.0 for all users of the programme is a significant one and knows that embedding the programme will take time. This ‘readiness-driven’ approach allows for comprehensive testing and interrogation of the regime, with a review of ‘critical success factors’ needing to be confirmed by the OCIMF membership before moving to the next phase.
As all users of the programme have been advised, the roll-out of SIRE 2.0 will occur over four phases. Please be assured that all users of the programme will be provided with ample notification before each stage relevant to them is progressed.
Re-cap of phased roll-out approach
In advance of Phase 1 and Phase 2 of the roll-out, the companies and individuals involved have been engaged in preparing for the activation of each phase.

Critical documentation should be reviewed
While ample notice will be provided to programme users prior to SIRE 2.0 inspections being undertaken, it is incumbent upon users to ensure all documentation is reviewed, systems and processes updated and training delivered. The resources available are comprehensive and detailed and users should take responsibility for implementing the changes required of them.
All documentation on the SIRE 2.0 section of the OCIMF website (and shared previously) should be reviewed by programme users to ensure full familiarisation and readiness for the transition to SIRE 2.0. The table below lists all published documentation needed to support the programme.
Inspectors and Vessel Operators, please note the addition of guidance relating to the use of printers. The software for printing (Mopria) is installed to the tablet by default and will be used by inspectors only during printing of observations at the end of any inspection, more guidance is provided in the FAQs section on https://www.ocimf.org/programmes/sire-2-0.
Any questions about the documentation should be directed to

Industry Engagement and Advocacy
Bringing wider industry along with us in the transition to SIRE 2.0 is ongoing, and OCIMF has been engaging with a wide range of industry associations, subject-matter experts and organisations, alongside the OCIMF membership and relevant Committees, to gather feedback and encourage participation.
More phase-specific information will be provided to all programme participants in the coming weeks. It is important to stress that the existing SIRE programme will continue to be supported, ensuring SIRE incorporates the latest industry standards, best practice, and regulation.
