History

In 2012, the Executive Committee (ExCom) reviewed the OCIMF strategy, and initiated a membership consultation process to set the future course of OCIMF activity. In order to address requests for greater regional engagement, the ExCom, while also taking efficiency and member participation costs into account, decided to create Regional Panels and incorporate the existing Terminal Forums.

The existing working structure of the Regional Terminal Forums was established at a time when the membership was smaller, less geographically diverse and the core purpose of the organisation far narrower. Furthermore, it was also noted that over time, the Regional Terminal Forum agendas were being challenged to capture a full range of industry issues and discussions beyond their remit of terminal and tanker interface matters.

No - Regional Marine Forums have been created to facilitate greater engagement with members in a region without involving international travel. We do not expect members to travel to participate at all of the regional marine forum meetings, although any member may register for any RMF.

It is the prerogative of each member to decide. Some members who are already engaged in various OCIMF activities may choose to be selective about participation and choice may be determined by location and availability of regional resources.
Some venues have maximum capacity restrictions, and in these cases attendance numbers will be restricted and places allocated on a "first-come-first-served" basis. If you are allocated a place and subsequently find that you cannot attend, please kindly let the Secretariat know so that your space can be allocated to others on the waiting list. The afternoon closed-door session will be restricted to a smaller number.

Attendance will be strictly limited to "Registered Participants" only. This is because meeting arrangements are made in advance and will be based on the number of registrations received. Once you register, OCIMF will be charged regardless of whether you attend or not.
Regional Marine Forums are free of charge and attendance will be strictly limited to registered participants only.
A link will be provided on the OCIMF website to facilitate the registration process. The Regional Marine Forum calendar will be published well in advance of the event and further notices promulgated through the monthly newsletters and AFMs. Furthermore, nominated RMF representatives will be notified of the event by e-mail and followed up with reminders.
Yes - OCIMF will continue to assist with letters of invitation for visa purposes. In Dubai, hotels can apply, on your behalf, for a visit visa which is valid for 30 days. For other regions, visa requirements vary with each country and change from time to time. Therefore it is suggested that participants check with their travel sections on the latest requirements in advance of the planned travel.
Regional Champions (RC) will act as the link between the secretariat and the region, and assist the secretariat in facilitation. The RC's will also engage with the region between meetings and act as spokesperson for OCIMF in the regions.
Yes - Similar to all OCIMF meetings, the dress code for participants is business attire.

New 2017 - Regional Panels transition to Regional Marine Forums

As part of the 2020 OCIMF strategy review by ExCom, a membership survey was carried out in December 2015 on the effectiveness of the OCIMF Regional Panels. The survey feedback, along with participant feedback from all Regional Panel meetings held between 2013 to 2015 was reviewed by the secretariat and Regional Champions.  There were many positive aspects of the Regional Panel concept noted; however, the overall conclusion was that it had not delivered the primary purpose of being the platform for better regional engagement or increasing greater participation in OCIMF work activities.

Accordingly, a new format for regional engagement has been approved by ExCom and the following changes are being made to the OCIMF Regional Panels:

  • OCIMF Regional Panels will be renamed OCIMF Regional Marine Forums (RMFs) to reflect the change in format
  • The meetings will not be restricted to hub locations, and will be free to rotate within the region
  • The RMFs will not be connected to the Principle Committee location rotation
  • The number of regions has been increased to five:
    • Europe and Africa
    • Middle East
    • Asia Pacific
    • North America
    • South and Central America
  • The format and frequency of the meetings will be flexible and left at the discretion of regional members, linked where possible to an industry event or a member hosted event. The goal is to increase participation of OCIMF members, terminal operators, vessel operators, and OSV operators

The Regional Marine Forums will be split into 2 sessions; a plenary session open to invited industry guests, and a closed door session for OCIMF members only.
