OCIMF focuses on preventing harm to people and the environment through the development and delivery of publications, advocacy, programmes and member collaboration.

OCIMF Operational Scope

  • The safe handling and transport by vessel of crude oil, oil products, petrochemicals, gas and emerging fuels, including the terminal interface.
  • Offshore maritime operations, including vessels supporting oil & gas exploration and development, and energy production, with a particular emphasis within the safety zone of an offshore facility.

OCIMF utilises the expertise of its membership within the disciplines of health and wellbeing, safety, security and the environment to focus on the prevention of harm, while considering human factors in every aspect.

Note: OCIMF shall review this scope on a periodic basis to meet the changing needs of the industry.

Clarifying note

For the purposes of this scope, safe handling refers to vessel-related maritime operations associated with the carriage, transfer and management of cargoes within OCIMF’s scope. This includes, where relevant, loading, discharge, ship-to-ship transfer, mooring, and the vessel interface with marine terminals.

The term vessel is used in its broad OCIMF sense and includes tankers, barges, and other maritime craft where their operations fall within OCIMF’s scope.

The reference to the terminal interface recognises that many key risks arise where vessel operations interact with marine terminal operations. OCIMF’s focus is on those interfaces where its membership, guidance and programmes can support the prevention of harm.

OCIMF’s consideration of health and wellbeing, safety, security, the environment and human factors reflect the way harm is prevented in practice: through safe systems, competent people, effective controls and an understanding of the conditions that influence human performance.
