During Q2 this year, OCIMF’s updated and enhanced Ship Inspection Report Programme (SIRE) will be launched. SIRE 2.0 will deliver a risk-based approach to assessing the quality of tankers and their crew on an ongoing basis and will significantly improve the marine industry’s ability to mitigate risk to people and the environment.

Work on the project continues in earnest and several key milestones will be completed over the coming weeks. To support industry in preparing for the transition, the SIRE 2.0 Question Library is now available, along with supporting guidance and documentation. All users of the programme are strongly encouraged to take the time to review the documentation in full and follow the necessary Management of Change (MOC) actions detailed further below.

SIRE 2.0 Question Library now available

The SIRE 2.0 Question Library and all supporting documentation are available to download from here. The SIRE 2.0 Programme Inspection Process Rollout Documentation consists of the following documents:

The SIRE 2.0 Question Library: Question Programming Attributes spreadsheet provides sufficient information to assist a user in understanding how questions are assigned within the SIRE 2.0 programme. As, in most cases, there is no direct correlation between the existing VIQ7 questionnaire and SIRE 2.0 question, a comparative analysis spreadsheet has been provided.  

The roll-out of further documentation on the SIRE 2.0 inspection process, including specific guidance for Vessel Operators, Submitting Companies and Inspectors, is detailed in full in the SIRE 2.0 Programme Inspection Process Rollout Documentation – Timetable of Release document.

Documentation on inspector training, policies and procedures, as well as use of tablet devices will be announced in due course.

Project Progress and Management of Change

As we start the new year, OCIMF has reached a critical juncture in the development of SIRE 2.0, with key aspects of this complex project coming to fruition. While further detail will be provided in due course, industry should be assured that a comprehensive Management of Change (MoC) process is in place, and significant tasks outlined below are being progressed at pace. 

  • Tablet Devices and Costs: Following technical evaluations and trial inspections, OCIMF has identified a preferred tablet device model that meets the safety specification for SIRE 2.0 inspections. OCIMF is developing specific factsheet to provide Ports and Terminal authorities and Vessel Operators assurance that the tablet and its use will comply with safety and security requirements around the world. OCIMF will contract a specialist company to distribute and manage the tablet devices. Inspectors or their employers will be required to pay 50% of the total cost of purchasing and supplying the tablet. The specific cost will be communicated during Q1 2022. 
  • Policies and Procedures: All relevant documentation will be released through a new Programmes Document Library (PDL) system OCIMF is currently developing for implementation during Q2 2022.
  • Workshops with Integrating Companies: One-to-one engagement with integrating companies (those that integrate the SIRE 2.0 Web API into in-house IT environments) to confirm their readiness to transition to SIRE 2.0 and provide support where necessary.
  • Inspectors SIRE 2.0 Transition Training: Stage two of the SIRE 2.0 transition training programme for Inspectors begins in February, focused on online tablet training and assessment. Details of the training and guidance will be communicated to Inspectors shortly.
  • Workshops with Members of Tanker Industry Associations: Ongoing engagement with representatives of tanker industry associations to help Vessel Operators prepare for SIRE 2.0.
  • Guidance Materials and Tools: Developing documentation and tools for users of the programme to enable consistent understanding and interpretation of SIRE 2.0 data.
