SIRE 2.0 Transition

Work on the development of SIRE 2.0 continues at pace. OCIMF continues to listen to the feedback from all SIRE programme users and work is underway to transition from VIQ 7 to SIRE 2.0 during Q4 2022 following a stringent and carefully planned Management of Change (MoC) process. OCIMF understands the importance for all SIRE users to be fully familiarised with SIRE 2.0 functionality, including the adoption of human factors. This is being incorporated into a more detailed transition plan which will be released and available on the SIRE 2.0 website in the next few weeks.

Meanwhile, the below summary provides an outline of key developments under the project in recent weeks and details the multi-pronged approach the Vessel Inspection Project team has taken to engage stakeholders. 

SIRE 2.0 Trial Inspections, Inspector Training and Skills Building Programme 

The SIRE 2.0 Trial Inspection Programme is continuing and has provided the project team further enhancement opportunities. OCIMF would like to thank the Inspectors, Vessel Operators and crew that have kindly participated in the trials. The SIRE 2.0 Trial Inspection programme will continue to run and test all new updates and amendments including contingency plans.

Inspector training also continues and will shortly move into Phase 2, factoring in additional tablet familiarisation training as well as the development of a SIRE 2.0 skills building programme for inspectors focused on technical training and human factors. This will ensure the inspector community remains engaged, informed, and confident in the transition from VIQ7 to SIRE 2.0.

SIRE 2.0 Inspection Process Guidance Materials

As we move into the second half of 2022 all users, which includes Vessel Operators, Programme Recipients and Programme Participants should continue to review the SIRE 2.0 guidance contained on the OCIMF website (https://www.ocimf.org) and continue to become familiarised with the SIRE 2.0 Question Library.

In addition to the already published materials, work is also ongoing to finalise and release further user-specific guidance material which will further aid all programme users to familiarise and adapt to this new inspection regime. 

SIRE 2.0 Familiarisation Materials

In August familiarisation material will be provided for all users of the SIRE 2.0 programme and is designed to be specific to each user group (Inspectors, Programme Recipients, Vessel Operators). In addition to documentation on policies and procedures, a full set of videos covering all aspects of the SIRE 2.0 programme, ranging from tablet functionality to the submission of a report, will be provided for Inspectors. Submitting Companies, Programme Recipients and Operators will have the benefit of pre-recorded presentations and will cover issues such as human factors, and the layout and structure of the questions. These pre-recorded presentations may be used for any in-house training conducted by Operators, Submitting Companies and Programme Recipients.

While OCIMF refines and finalises the development of SIRE 2.0, the existing SIRE programme will continue to be supported and improved, ensuring SIRE incorporates the latest industry standards, best practice, and regulation.
