Director's Log

As we approach Christmas and the end of 2017 I would like to take the opportunity to thank the many people, companies and organisations that have helped OCIMF achieve some significant milestone this year; together we have continued the journey to make out maritime world safer and cleaner.

OCIMF have an active and dedicated committee structure working on over 40 publications, revisions and programmes. In 2017 alone we have published two books, two major programme changes, several information papers, contributed to a cyber training film and rolled out the new Regional Marine Forums, all as part of our journey of continuous improvement. These wouldn’t have happened without the dedicated support of our committees and working groups who give their time, knowledge, experience and energy to give the very best advice to the world’s tanker operators. In many cases we are supported by our fellow NGOs and industry associations who have a keen interest in ensuring that the guidance and recommendations we issues are fit for purpose. Thank you to those organisations for their support; together we can make our industry safer. Lastly, but definitely not least, I thank the staff and secondees past and present at the OCIMF Secretariat; without the hard work and energy of this small band of men and women, none of this would be possible.

2017 has been a year where OCIMF has seen significant personnel change. We say a big thank you to Dr Grahaeme Henderson (Shell) who has completed his three year term as the Chair of OCIMF, and welcome Mark Ross (Chevron) whose industry knowledge and experience will support us for the next three years during which we will celebrate our 50th anniversary. I would also like to thank my Deputy Director, Jeremy Hudson (Shell) who support has been invaluable to me, and welcome Sam Megwa (BP) who began his secondment this month, and also Alex VanDusen (Chevron) handed over his Offshore role to Faisal Rashid (BP) who will continue advancing OVID towards success that SIRE has become.

The OCIMF membership has progressively grown over the years and now stands at 114 with the few that leave generally down to mergers and acquisitions. There is one company that has left our membership as they no longer qualify as an oil company. Maersk Oil, represented by Maersk Tankers, has been a member for a relatively short time (11 ½ years) but have contributed significantly to all aspect of the OCIMF work at all levels. I would like to recognise that support, they leave legacy behind them that they can be proud of.

2018 is already shaping up to be a busy year with our three flagship productions either being published (the Mooring Equipment Guidelines) or reviewed (ISGOTT and SIRE) along with several other publications and information papers that have been work this year for release in 2018. Our Regional Marine Forum programme will reach all five regions next year and will engage with members and the wider marine community informing and helping them towards ever safer and cleaner tanker, offshore and terminal operations.

Finally, I would like to wish you all a Merry Christmas and a Happy New Year, may 2018 be safe, healthy and successful for you all.

OCIMF appoints Chevron’s Mark Ross as new Chairman

The Annual General Meeting voted to support the Executive Committee’s appointment of Chevron Shipping Company President Mark Ross as the new OCIMF Chairman.

After three years, Shell’s Dr. Grahaeme Henderson stepped down as OCIMF Chairman at ExCom 80 in Singapore in November.

Grahaeme commented, “After three years I am delighted to pass on the baton to Mark who has served as Vice-Chair since 2015. OCIMF has a critical role to play in driving improvements to industry safety and his broad experience and focus on safe shipping will be a great asset to the organisation.”

Mark Ross said, “I would like to thank Grahaeme, personally and on behalf of the organisation, for the significant contributions he has made over the past three years where he has seen the membership increase to more than 110 member companies.”

“I am honoured to be working with OCIMF members to advance our priorities,” added Mark. “First and foremost, we must continue to focus on the safety of the people that work in this important industry. We also must care for the environment and protect the oceans for the future. I also believe we must collaborate and build links with other shipping bodies to develop a more cohesive and effective community.”

New information paper: Northern Sea Route Navigation

Northern Sea Route Navigation: Best Practices and Challenges was released by OCIMF on 7 December.

The information paper highlights the best practices and challenges that ship managers and operators should consider when planning and executing a transit of the Northern Sea Route, so that they can make an informed decision about the transit.

Sam Megwa joins OCIMF as Deputy Director

We would like to welcome Sam, who joined OCIMF as Deputy Director and Chief Representative to the International Maritime Organization (IMO) on 1 December.

Sam takes over the role from Jeremy Hudson, who has returned to Shell.

Sam joins us from BP Shipping. He has over 14 years seagoing career experience on tankers, offshore vessels, container vessels, dredgers, and dry cargo vessels. Sam started his onshore career as QHSE Advisor for a North Sea offshore company that operated a fleet of over 35 offshore vessels. He joined BP Shipping in 2007 and has since then undertaken several shore based roles, including Ports and Terminals Assurance Superintendent, Vetting and Clearance Superintendent, Regional Voyage Operations Manager for Europe, Middle East and Africa, and most recently Head of Strategy, Risk and Compliance accountable for developing BP Shipping’s business strategy, risk management processes, and ethics and compliance programme. Sam was also accountable for the management of regulatory compliance, external advocacy, and environmental and social responsibility for BP Shipping.

Sam has also led an NGO as Chairman of the Maritime Anti-Corruption Network (MACN). MACN is a global business network of about 90 organisations, including oil majors, shipping companies and industry NGOs, working collectively with governments and international organisations to improve compliance standards and tackle corruption in the maritime industry.

Farewell Jeremy

We would like to take this opportunity to thank Jeremy Hudson for his significant contribution during his secondment as Deputy Director and Chief Representative to the IMO.

His presence at the IMO has improved relations between OCIMF and the IMO and his sense of humour and warm nature have been appreciated by the secretariat.

North America Regional Marine Forum – dates

OCIMF is please to announce that the first Regional Marine Forum for 2018 will be held at the Hilton Hotel in Stamford, Connecticut, USA on 15 March.

The forum is open to all and takes place the day after the Connecticut Maritime Association event on 12–14 March. We encourage attendees to join us on the following day to hear the exciting news about OCIMF programmes, publications and the latest information within the Secretariat.

OCIMF is looking forward to an interactive discussion with guest speakers from INTERTANKO and other industry bodies. The forum will be followed by an evening networking reception.

OCIMF-sponsored film nominated for award

The Be Cyber Aware at Sea film (see July newsletter) has been shortlisted for the 2018 SMART4SEA Awards in the cyber security category.

The film has now passed 14,000 views on YouTube and can still be viewed here. A copy for company use can be requested free of charge from Chris Young at Fidra films.

TMSA2 ends soon

The Tanker Management and Self Assessment, Third Edition (TMSA3) was released in April and operators have been given eight months to migrate data from TMSA2.

TMSA2 will be withdrawn on 31 December 2017. Operators wishing to draw data from TMSA2 must start a new template before this date, or start from a completely new TMSA3 template from 1 January 2018.

Shared Awareness and Deconfliction meeting

OCIMF attended the 41st Shared Awareness and Deconfliction (SHADE) meeting in Bahrain, on 21 and 22 November.

The meeting was chaired by Combined Maritime Forces (CMF) and attended by 120 multinational stakeholders with an interest in the Western Indian Ocean, including independent naval counter-piracy representatives.

During the event, the Director of the Maritime Security Centre – Horn of Africa (MSCHOA), Simon Church, said "The shipping industry are a key partner in SHADE and it has been great to see representatives from OCIMF, INTERTANKO, ICS and BIMCO here." He added, "For the first time at SHADE we saw a panel of Company Security Officers (CSOs) covering the tanker, LNG, dry-bulk and container sectors take part in an interactive forum, which has helped deepen the understanding of the pressures in risk management that CSOs carry."

This meeting was the first time maritime threats other than piracy had been addressed. Given the overspill of activity from the conflict in Yemen and the establishment of the new Maritime Security Transit Corridor (MSTC) in the Gulf of Aden linking the Bab El Mandeb Straits, this event allowed a free exchange of information between military and shipping representatives.

The audience were shown evidence of ships transiting through the Socotra Gap without adhering to the security guidance in BMP4 Best Management Practices for Protection against Somalia Based Piracy. Although pirate activity is low, the risks are still there.

OCIMF would like to remind all members to ensure Best Management Practices (BMP) are adhered to in the HRA and to report pirate activity to MSCHOA and UKMTO in a timely fashion.

Maritime Security Sub-committee

The Maritime Security Sub-committee (MSSC) held its fourth meeting of the year at the OCIMF office in London, UK on 7 December.

Events from the SHADE meeting provided a full agenda and much discussion ranging from the future of the EU operations in the Indian Ocean to new regulations concerning armed guards in the Gulf of Guinea.

The MSSC agrees that BMP guidance should be adhered to when transiting or operating in the High Risk Area of the Indian Ocean.

Cyber Working Group seeks a new Vice Chair

The OCIMF Cyber Working Group is looking for a Vice-Chair.

This is a multidisciplinary group that examines the risk from cyber threats to vessels, offshore installations and mariners and presents solutions to OCIMF’s General Purposes Committee.
